Eye Patch OEM Buying Guide 2026: MOQ, Cost Structure, Lead Time and Compliance

A practical, factory-side guide to manufacturing eye patches: patch types, realistic MOQ and cost breakdown, 20-25 day production windows, EU/US/SEA compliance documents, and a factory audit checklist.

Who this guide is for

This guide is written from the factory floor, not from a marketing brochure. It is for brand owners, private label buyers and sourcing managers who need to take an eye care product from a sketch to a shippable batch. Guangdong Tianzi Cosmetics has been manufacturing skincare in Guangzhou since 2005, and every number below comes from how our lines actually run: ISO 22716 and GMPC certified, FDA registered, SGS tested.

1. Decide the patch type before you negotiate price

Eye patches are not one product category. Each format behaves differently on the skin, produces a different unit cost, and fits a different price point. The four formats we run most often:

  • Hydrogel patches — water-based gel that holds essence and cools on contact. The most popular format for eye patches; net weight around 6 g per pair.
  • Bio-cellulose patches — a denser, more elastic film with a tighter fit around the eye contour. Higher material cost, premium positioning.
  • Gel-sheet / crystal patches — transparent, light-weight, widely used for lip masks and fine-line areas.
  • Non-woven / bio-cellulose composite — the cost-effective entry format for promotions and large-volume launches.

Choosing the format first is what keeps MOQ realistic. Changing the format after tooling is approved is the single most common cause of delayed launches.

2. MOQ: what actually drives the number

Our standard MOQ starts at 5,000 pcs per SKU. It is not a fixed wall — it moves with three variables:

  • Formula customization — a stock formula can start at a lower volume; a custom active-blend formula requires R&D time first.
  • Packaging — stock pouches and stock boxes start faster. Custom pouches, custom shapes and custom-print boxes add tooling and a longer first-batch.
  • Fill line changeover — short runs on a shared line cost more per unit than a scheduled block production run.

If you are validating a market, a 5,000 pc first batch followed by a scheduled reorder is almost always cheaper than a one-off 20,000 pc push.

3. Where the money goes

For a typical private label eye patch, the landed cost splits roughly like this:

  • Active ingredients & formula — the fastest lever on unit cost; percentage and purity matter more than the base price.
  • Packaging — pouch, printed box, insert. Custom print is usually the second largest line item.
  • Filling, labour & line time — scales with batch size, drops per unit as volume grows.
  • Testing & documentation — stability testing, heavy-metal and microbial screening, COA. Non-negotiable for export.
  • Certification & compliance — ISO 22716 / GMPC system maintenance, facility registration, country-specific filings.

Ask any supplier for a line-item quote. A single blended "per piece" price hides exactly the variables that will change your launch date.

4. Realistic timeline

A working schedule for a custom project:

  • Day 0–10 — brief, formula direction, target market compliance check.
  • Day 7–15 — cosmetic samples for shape, texture and wear test.
  • Day 15–25 — formula finalisation, packaging artwork, pre-production confirmation.
  • Day 25–45 — tooling and first production batch, 20–25 days of actual line time.
  • Day 45–60 — testing, COA release, export documentation.

Budget for a second sampling round. One round is the optimistic case, and planning for it is what protects the retail date.

5. Compliance documents you will be asked for

Depending on destination, your manufacturer should be able to supply:

  • EU — formulation under EC 1223/2009, CPNP notification responsibility, PPWR packaging requirements, EPR registration in the destination market, product information file, DoC.
  • United States — FDA facility registration, MoCRA obligations, ingredient disclosure, labelling review.
  • Southeast Asia / Middle East — local cosmetics notification routes, halal options where required, label language requirements.
  • Shared — ISO 22716 / GMPC certificates, stability data, heavy-metal and microbial test reports, COA per batch.

If a supplier cannot name their certification, show you a batch COA, or explains the CPNP/EPR step, treat that as a sourcing risk rather than a price difference.

6. Factory audit checklist

Before you sign, confirm:

  • Certification scope matches the product you are buying, not the whole company.
  • Batch traceability from raw material to finished pallet.
  • Real lead time in writing, with the sampling steps included.
  • Samples taken from the actual production line, not a lab pilot.
  • Export documentation handled by the factory, including registration filings.
  • Custom scope is written down: formula, shape, logo, pouch and box.

7. FAQ

What is the minimum order for a custom eye patch?

MOQ starts at 5,000 pcs per SKU for standard formulas. Custom formula development and custom tooling can raise the first-batch volume; ask for a written split by stage.

How long does sampling take?

Samples typically follow the brief within 7–15 days, and a second round should be planned into the schedule.

Which certifications should an eye patch manufacturer have?

ISO 22716 and GMPC are the baseline for cosmetic manufacturing, FDA facility registration for the US, and SGS testing for third-party verification of stability and contaminant screening.

Can the shape and logo be custom?

Yes — formula, shape, logo, pouch and box are all customizable. Custom shapes require tooling confirmation before the first production batch.

What is the production lead time?

Once the formula and artwork are locked, production takes 20–25 days, before testing and export documentation.
